THANE GETS NEW COLLECTORATE AS STATE SCRAPS NA PERMISSION, LAND-FRAGMENTATION LAW

Revenue Minister Chandrashekhar Bawankule announced on 29 July 2026, at the ‘Chhatrapati Shivaji Maharaj Maharajasva Samadhan Shibir’ in Thane, that the state will establish a new Additional Collector's office along with two new tehsil offices in the district, aimed at speeding up revenue administration and services such as 7/12 extracts and mutation entries. In the same address, Bawankule said the government has removed the requirement of non-agricultural (NA) permission for converting farmland and has withdrawn the fragmentation (tukdabandi) law. Around one lakh families owning small plots constructed before 15 October 2023 in Thane district will now receive legal ownership rights as a result. The minister added that the government plans to issue property cards to flat owners and introduce a Land Titling Act in the winter legislative session. Thane Collector Dr Shrikrishna Panchal said the first phase of the wider Maharajasva campaign has already benefited close to 76,000 families in the district, including grants of forest-land rights to tribal communities and free sand-allocation rights.

महसूल मंत्री चंद्रशेखर बावनकुळे यांनी २९ जुलै २०२६ रोजी ठाण्यातील 'छत्रपती शिवाजी महाराज महसूल समाधान शिबिरा'त बोलताना जाहीर केले की, ठाणे जिल्ह्यासाठी नवे अप्पर जिल्हाधिकारी कार्यालय व दोन नवी तहसील कार्यालये स्थापन होणार आहेत. ७/१२ उतारे व फेरफार यांसारख्या सेवा जलद करणे हा यामागील उद्देश आहे. त्याच भाषणात बावनकुळे यांनी सांगितले की, शेतजमिनीच्या अकृषिक (NA) वापरासाठीची परवानगी शासनाने रद्द केली असून तुकडेबंदी कायदाही मागे घेतला आहे. यामुळे १५ ऑक्टोबर २०२३ पूर्वी बांधलेल्या लहान भूखंडांवरील सुमारे एक लाख कुटुंबांना कायदेशीर मालकी हक्क मिळणार आहे. हिवाळी अधिवेशनात भूमी अभिलेख कायदा (Land Titling Act) आणण्याचा तसेच सदनिकाधारकांना मिळकत पत्रिका देण्याचा शासनाचा मानस असल्याचेही मंत्र्यांनी नमूद केले. ठाणे जिल्हाधिकारी डॉ. श्रीकृष्ण पंचाळ यांनी सांगितले की, व्यापक महसूल अभियानाच्या पहिल्या टप्प्यात जिल्ह्यातील जवळपास ७६,००० कुटुंबांना याचा लाभ झाला असून, आदिवासी समुदायांना वनजमीन हक्क व मोफत वाळू वाटप हक्कही देण्यात आले आहेत.
